Subsequent reforms in government procurement will speed up bill payments, enabling us (service provider) to lower working capital costs. We mostly follow Agile, keep variable scope so that project teams can immediately and incrementally incorporate learning and feedback, and ultimately create better products. Still, the changes do not creep, because one small modification is expected and accepted throughout the life of the project. Agile takes care of expansive change in requirements that begins sometime after requirements are base-lined at the beginning of the project and continue throughout the life of the project. Sprint backlogs and burn-down charts help us stay upfront with our time-boxed offerings. It helps us predict and manage our performance, and plan accordingly. Here, we go with Pay-Per-Feature, Pay-Per-Milestone according to deliverable phases.
Some projects are timeless, and some have a very specific shelf life. If the software didn't need that criteria, hold it out of circulation, and archive it so that it finds a use later. All these steps take some time, but it's worth the effort. When people find our software that has our brand, our logo, and our validation attached to it, they want to know that our software has our seal of approval. When the scope is narrow, we follow a Fixed Price Model. Here the payment is set across in months.
